What can a Google Play app title contain?

Up to 30 characters, and you can change it later. Google Play's metadata policy bans:

What do you need to open a Play Console account?

You must be 18 or older and pay $25 once; organizations also need a D-U-N-S number and a website.

How do you get your app on Google Play?

Check the name above, with the App Store and the .com.
Pay the fee and verify your identity.
Create your app with its title and package name.
New personal account? Run a closed test with 12 testers for 14 days, then apply for production.^{[1, 3, 5]}

What should you know before you start?

What can go wrong, and how do you fix it?

You can't apply for production	Finish the closed test. Review then usually takes 7 days or less
Package name in use	Choose a different one; they're never reused
Identity not verified	Match your payments profile to your documents exactly
Title rejected	Remove emojis, symbols, rankings, prices and program names
