Is a Messenger username the same as a Facebook username?

Yes. One username works on Facebook and Messenger, and changing it changes both facebook.com/yourname and m.me/yourname.

For a business, the m.me link opens a chat with its Facebook Page.[2, 5]

What can a Messenger username contain?

Letters, numbers and periods, at least 5 characters, under Facebook's username rules. Facebook doesn't publish a maximum.
